He also provides consultancy to United Nations agencies, and advises and partners with diverse NGOs. Dr Arai has worked extensively throughout Asia (South, East, and South East), the Middle East, the African Great Lakes, and the United States and has also conducted field research in Europe. Many of his publications focus on the conflict-development link, disaster relief, coexistence theory, and the role of culture, religion, and identity in conflict and peacemaking. Dr Arai holds a PhD in Conflict Analysis and Resolution from S-CAR, an MA in International Policy Studies from the Monterey Institute of International Studies in California, and BA in Law from Waseda University in Tokyo. As a conflict resolution practitioner, he has facilitated the launch of national committees for genocide prevention in member states of the International Conference on the Great Lakes Region in Africa; collaborated with the European governments to advance their policies on genocide prevention through convening the Genocide Prevention Advisory Network; and served in the Steering Group of the Global Action Against Mass Atrocity Crimes, a global network of atrocity prevention focal points around the world.
